There is a small subplot about Wayne trying to help fund the clean up and rebuild The Narrows -- particularly [one] involving a massive tenement complex that will be the setting of perhaps the most spectacular action sequence in the film.

i remember this news...it's extremely old, i think a couple of months before TDK was annouced officially.

Maybe The Joker and his gang start a riot and/or start tearing the place p with explosions, and Batman shows up to help calm the situation, only to realize that it's a distraction so The Joker can do something else, possibly kidnapping Gordon.
