I'm not sure I agree, mainly due to tonal inconsistencies between the two movies (1 being "dark" and "gritty" vs. 2 ramping up the comedy and light-heartedness), as well as the villains being disorganized and hard to relate to.
This effort is so bad that it really does hurt. I gave it a fair chance and it feels like someone punched me in the groin. Seriously, this movie is a blow below the belt to true fans.

I don't know, for some reason a lot of the time when I look back on the movie I just picture Webb filming and smacking away with some bumble gum in his mouth, yelling "Cut!" then immediately saying "Done. That was great." Then continuing on smacking, even more obnoxiously than before.
I actually liked when Aunt May was on the phone discussing being a nurse because she said, "I don't want to worry Peter!" Wasn't that a nod to how much Aunt May would worry about Peter in the original comic books? "I don't want to worry Peter--he is so fragile!"

Aunt May was great in this movie. Totally agree. Best scene of the movie was her talking to Peter about his parents.

I don't know why people get so caught up with the accuarcy aspect. I mean anyone can just throw some Spidey panels on screen, write a couple lame jokes, then call it a day. The difficulty is found in making it your own. To make it something recognizible while also presenting something new. Directors aren't translators.
This film had the correct tone. The first film tried to be like the Dark Knight and that's no what the Spiderman is about. And how do you relate to villains at all?
Meaning that he doesn't really care. He just wants to get it over with and move on.
It's not exactly a tone I'd expect for a Spider-Man movie, but different strokes for different folks I guess.
Relating to villains comes in many different ways. For instance, understanding their situation, or understanding why they chose to act villainous to begin with. An example of the former is Doctor Octopus from Spider-Man 2 since we see and experience Ottavius's pain from losing a loved one and having his experiment blow up in front of his face. As for the latter, Zod from Man of Steel is a great example of a villain whose actions were understandable. I didn't really associate myself with any of ASM2's villains, and I thought they were cartoon characters with little to no depth in their characters.

The film would transition between being a 10/10 and then the next scene would be a 1/10. It was a roller coaster of inconsistent quality with one scene being beyond amazing and then the next scene would be absolutely horrible.

Based on what? The guy is getting paid to direct a Spider-Man movie, so I'm sure he cares. That's not the issue here.
