I think in this case it'll be the Gentleman gathering the Sinister Six for Norman Osborn.
Plus, you don't need to tell origin stories for every character.
If Shocker was included, you could just show a flashback or like "ASM2" just start the movie with him getting caught by Spider-Man, he gets sent off to Ravencroft or Ryker's, and then he gets released or someone from Oscorp or the prisons gives him a new suit and gauntlets and says, "If you want revenge on Spider-Man, you'll need these. We're putting together a special team with special abilities. You in?"
And Kraven is easy too. You either bring him in as he's this renowned hunter/animal tracker and he wants to see if this "Spider-Man" is actually just a man or some genetically mutated freak ala The Lizard. And so he joins the Sinister Six to go after Peter or you go the Ultimate Spider-Man route in which Kraven is a reality TV host who gets humiliated by Spider-Man and thus wants revenge.
Shocker, Rhino, and Vulture don't really need much character development. Kraven would need a bit more explaining IMO, but they can easily introduce him through Chameleon if they ever choose to use him.
They don't need to be main villains, just fought him before hand. Not being introduced before hand is rushing it.
I don't see why it is necessary for Spider-Man to have fought all of the villains before they join and form the Sinister Six.
Indeed, this isn't a TV show; they don't have time to show and develop all the villains. Although I think he should fight Doc Ock first at least.
I like the idea of the Sinister Six emerging as collateral damage from OsCorp's downfall. Their research and technology falls into the wrong hands after unethical employees decided to sell it on the black market. They talk about OsCorp's ability to affect the world in one of the TASM2 trailers. What better way to show that than have the Sinister Six being born from Spider-Man destroying the Goblin and OsCorp?
I'm going back to when they were concived at the start. The Sinister Six was a team of villains who had all been defeated by Spider-Man. It is more like revenge than just hiring villains e.g Enforcers.
As long as most of the villains were already defeated by Spider-Man then it's fine. You can add at least one that is pretty new to the team.
Also make sure to read The Gathering of the Sinister Six.
It would probably be fine but it would still be rushing it.
There is no rush, Spidey can still break a billion without the S6.
I'm still confused as to why you think they would be rushing it? Really depends on how it's done.
Carnage should never appear in a Spider-Man movie until we see Venom
