I don't understand why so many people can't fathom the difference between story logic and real world logic.
Story wise, there is nothing that War Machine brings to the story of the Avengers. Period. Military tactics? Cap's got that covered. A cool armored suit? Iron Man's terrain. A moral guide/grounding chracter for Tony Stark? That's why Pepper is in the movie.
Yes, if this were the real world, he would probably be called. But it makes no story sense to have him there. And the movie is overstuffed with characters already, most of whom are more interesting than War Machine. So why do it?
And I'd argue it's not at all the same as the Black Widow situation. The movie where Black Widow wasn't required story wise was Iron Man 2, not The Avengers.
