It's a 4 year old song that was incredibly popular (especially to stoners, for some reason)...what I'm trying to say is, welcome to 2003.
 
Actually 2001. It was featured on Jay, & Silent Bob Strike Back. Which was released in August 2001.

is this really anti drugs. makes me wanna go get high .
 
Usually most songs that are subtle about being anti-drug actually convince the fanbase to do drugs moreso. As they view it as an ironic kinda thing.
