The panel is from Issue 15 of "Gotham Central," the final part of the "Soft Targets" storyline. The Joker is in police interrogation at GCPD HQ, and has quite the mocking attitude (despite the police abuse). I think that the tone of the scene will be very similar to the one in "The Dark Knight."
"Soft Targets" is one of the best (if not THE best) Joker stories ever written, and captures the scary, anarchistic spirit of the Joker perfectly. As much as "The Long Halloween" is an influence on "The Dark Knight" (with particular regard to the Triumvirate storyline, the Two-Face storyline, and the end of the Mob storyline vs the rise of the "freaks"), "Soft Targets" seems like it's as strong an influence on Nolan's interpretation of the Joker.
In "Soft Targets," the Joker is creating random chaos in Gotham, causing mayhem and panic on a city-wide scale. He blows up buildings in acts of random terrorism and takes out people in the streets with a sniper rifle (including the mayor - sound familiar?). Between that and his willing surrender to the police for interrogation in their cell, the inspiration is undeniable (I'll bet you the Joker is at least partially willing to be taken into police custody at the point he is arrested during "The Dark Knight.")
EDIT: "Gotham Central" also has a storyline where the cops break off their relationship with Batman. They remove the signal, which ends up shattering. Also very similar to what seems like is going to happen in "The Dark Knight."
