Dr. Octopus and the Scorpion....
The Green Goblin turned into his greatness enemy thanks in part to the sad "quick fix" of the Clone Saga, and other than his first two Marvel appearances, Venom has been nothing but a joke.
Though I like the J.Jonah Jameson idea as well...

I have to say, the way I look at it. The Green Goblin should be considered Spidey's greatest enemy despite his "involvement" at the end of the Clone Saga.
Having recently read through the first ASM Omnibus, you can appreciate that even before he was revealed to be Norman Osborn, the Green Goblin caused Spidey a fair amount of trouble. Constantly evading capture and leaving Peter to wonder when he would strike again.
Then of course, he set about finding out Spidey's secret identity. To which not only was he successful, but also used this knowledge to strike Peter where it hurt the most. Resulting in the death of Gwen Stacy.
All the rubbish that came later about Norman's resurrection and him being behind the whole Clone Saga, not to mention Sins Past, has only served to somewhat dilute what was not only the Goblin's greatest victory, but also Spidey's greatest defeat.
