I have seen enough TV pilot to understand that Gotham is more like a police serial set in a pre-Batman world. It was meant to be entertaining and obviously targeted toward audience outside of the regular comic follower. This is FOX, not HBO. They need to draw in as big an audience as possible. Hence filling the pilot with known Batman villains and vague allusion to future villains.
Here's the thing, the acting is quite good that even the secondary characters and story is quite straightforward. The show was cynical, fairly well-written with good pace. It'll probably get more complicated and I suspected that this season of Gotham will revolve around Carmine Falcone and his mafia empire.
The one weakness I saw right away is the young fellow playing Bruce Wayne talking like an experienced 30 years old adult.
They need to dial it back.
