Just because a villain could "work" in a movie doesn't mean they are deserving. Beetle might work, but I don't think Beetle deserves to be in a movie.

Before they do anyone else, they gotta do the Lizard. He's the most deserving remaining villain.

After that, my vote is for Electro.
