I assume the shots with Selina are some sort of sting operation. The place where's she's fighting with the man with a gun is also the same place you see the SWAT team come in.

You can see not only Selina but several other henchmen watching the fight. Like someone said, Bane is putting on a show, he wants people to see him humiliate Batman.
