The title Banned User ... I'm confused

Do only the users who are banned get this title? Or do some who aren't banned put it under their names for a "laugh"? Cos I keep seeing people who are supposedly "banned" still making new posts.

If you put your title as "Banned User", it comes up "****** User"

The "head honcho" as you put it is the poster SuperHeroHype! himself, also known as Mirko. He rarely posts, but he does a pretty good amount to keep the site running.
