It's sure that they made a third, but if Nolan is to come back, he said in an interview that it would be only if WB promess him to stop making bat film for a long time after it.
Highly unlikely he said that. Link?
I think the 3rd movie has been confirmed from the minute it made more money than Christ.
The studio is set to announce its plans for future DC movies in the next month. For now, though, it is focused on releasing four comic-book films in the next three years, including a third Batman film, a new film reintroducing Superman, and two movies focusing on other DC Comics characters.
A third Batman was confirmed when TDK broke the opening weekend record.
The only issue is getting Nolan to come back.
THE GREEN ARROW is one of those movies
I'm guessing Green Lantern and Flash are the other two.
I don't know how'd I feel on a Green Lantern film. I'd love to see a Flash film though, if they do this I'd be happy. Any who great to see a third film is likely to happen. I knew this would happen but its great to see nearly confirmation.

There was an article months ago mentioning both the characters, Flash seems to be moving forward already.
I think WB wants to make sure the most popular and recognizebale male characters of DC are established then look at doing the ensemble JLA movie and introduce Wonder Woman in that film which they can then determine if that can serve as launching pad for her own franchise.
IMO, Supes, Bats, Flash, GL and WW are the five members you can't do a JLA movie without. You don't want to overload the movie with characters and can still tell a great story with just those five who are there most marquee names.
