My personal list:

He's usually considered #2 or #3 at worst...I just happen to prefer him to Ultron.

My list is pretty much the same, except I'd put Ultron as #1 and Kang as # 2.

Redid this as a top 40. Lists of this magnitude are always difficult to do. I broke up all teams into individual group members unless they tended to perform as a unit (Squadron Sinister, Skrulls, Wrecking Crew).

This was really tough to do, and thought went into big arcs, impact on the team, number of appearances etc with a slight bias towards more powerful enemies.
