I'll do animated.

1. DCAU's Bruce Wayne / Batman. I think this one is quite impressive, because he's one of the few characters who is still awesome to watch even when he's an old man who rarely leaves his house.

2. Eric Cartman. What would South Park be without him?

3. Homer Simpson. Yeah, he ain't what he used to be. But we had a great first ten years.

4. Stewie Griffin. Like Eric Cartman, you really wouldn't have much of a show without him.

5. Charles Montgomery Burns. An odd choice perhaps. But whenever he's on screen, it's gold. I was going to put Bender, but I'd say he's a close second to Mr. Burns.

I'm bending the rules and doing 5 each for comedy and drama. It would be too hard otherwise...

Comedy:
Malcolm Tucker (The Thick of It) - He could make the list for his magnificent use of profanity alone, but the character itself is also really great.
Ron Swanson (Parks and Rec)
Lucille Bluth (Arrested Development) - Best mother on television. Hands down.
Buster Bluth (Arrested Development) - Proof of Lucille's good parenting. :hehe:
Larry David (Curb Your Enthusiasm)

Drama:
John Locke (LOST) - Probably the most tragic figure on television. I'm sure someone will try to dispute that, but I'm sticking to it. :o

I always found Jack Bauer to be a very boring character.

Though he's great if you need to save the world in 24 hours.
 
Yeah, I never really got his appeal. He seemed a bit one-dimensional. *dons flame-proof suit*
