I remember buying this and a Riddler one shot (Riddle Factory) during that summer that Forever was released in. It's been years since I last read it this thread just reminded me of it, I need to look through my storage boxes it's in their somewhere.
Nothing of any real particular importance. Another story where Two-Face has conflict with his father's duality and blames that for helping to manifest his own. He even confronts his dad on TV with a gun and everything before The Batman stops him from going overboard.
Another story where Harvey basically claims to be reborn and Two-Face dead which also has some of the first Scott McDaniel art I remember on a bat book. This along with a similar Riddler one shot by Matt Wagner released at the same time was released more so to cross promote with the release of Batman Forever than to add anything really significant to the mythos. It's one of those if you find it for cheap go ahead and buy type deals but nothing really mind blowing either.
