The bill is being met with mixed opinions.
Bill Wright, the state attorney in Bennington, says his office is currently handling five cases involving consensual sex between teens. In all cases a parent or guardian brought the case forward even though the two teens consented to engage in sexual acts.
Wright says he's in favor of the bill because prosecuting a case where you have two consenting teens is difficult.
I found it very hard to look at these cases and decide to prosecute and then try to figure out what was the best way to deal with them, Wright said.
But Joan Sackalas says this proposed law opens the door for more problems. She's the director of Project Against Violent Encounters.
What I worry about is one of them will say well it wasn't really consensual and the other one will say Well, yes it was, and because theres the three years suddenly it'll be now, you know, okay, Sackalas said.
She says this law may frighten some teens from coming forward who feel they were sexually assaulted, but now fall in the new legal age bracket.
But Wright says this law strictly focuses on cases where both teenagers consent.
It needs to be emphasized that non-consensual intercourse remains a crime regardless, Wright insisted.
This bill also includes imposing a minimum sentence for people convicted of sexual assault. The governor is expected to sign it into law.
Are we going to lower it to 13 next? Ten?
