Why was he unwilling, and Superman not push for, just restarting Krypton in another, unpopulated planet? Even if he was unwilling to share Earth in harmony why not be willing to go somewhere else? Superman could have called that a small accommodation for him to be cooperative.

Especially since they had a terraforming device. Why not terraform any other planet for Kryptonians ?

I believe that he simply didn't see any reason to move. To him humans are insignificant insects, he places no value on human lives, human civilisation or accomplishments.
To him not building on Earth would be like stopping construction of a hospital because of an anthill.
Zod doesn't hate humans, but he doesn't believe we have any value either.

I assumed that only certain planets were suitable for being terraformed, but even if they could terraform any planet, they saw no reason not to build on Earth.
Human lives are meaningless to them and Zod assumed he would be able to either convert or destroy Superman.

He was vindictive. He hated Jor-El with a passion....and since Jor-El had chosen Earth to be his son's new home....Zod felt he needed to destroy it.

[Why not] ...just restart[...] Krypton on another, unpopulated planet?

A technical answer (not mentioned in the movie) ;nd: The majority of stars in the Milky Way are red dwarfs (about 70%). And after accounting for other, miscellaneous stars, that leaves about 10% yellow G-type stars (like the Sun). So if Zod & Co. were looking to acquire the canonical “superpowers,” they’d have to choose from a limited supply of yellows. Granted, that’s still in the billions. :cwink: But having already arrived on Earth due to the scout ship’s beacon, perhaps Zod felt that searching for another yellow-star planet was an unnecessary effort/gamble.
