I really liked the CADMUS storyline from justice league unlimited and the whole thing about them not trusting the justice league because of their satellite in space with the death ray on it was kinda cinematically compelling. With them making the hall of justice in the nest season so that the people of earth will have an easier time at trusting the league. so I thing that it will be a good idea to have the watchtower first and then the hall of justice.

I prefer the location of the Hall Of Justice (a building on earth) but I much prefer the name Watchtower. Just never was a big fan of the satellite idea despite the alien/space bound characters involved. Personally I'd probably go the Smallville route and have The Watchtower be some sort of tall building in America. But I know I'm in the minority on that.

That's gotta be first, whether it's "only" an entrance to the eventual real HQ, the Watchtower.

Poll sucks for not including the classic JL Satellite.
And not distinguishing:

Hall of Justice was on Earth

JL Satellite orbited the Earth.

The Watchtower was stationed on the moon.

The Animated version pictured was a hybrid of the JL Satellite & the Watchtower.

What most are voting for is Satellite-Watchtower

And then in the comic Hall of Justice became teleporting Gateway to the Satellite-Watchtower.

As far as the movie:
The HQ like the character's themselves, needs a story arc.
- They do need to start off on Earth.
- As the makeshift team first forms, in the Secret Sanctuary cave, deep inside the harbor mountain, becomes the first provisional secret HQ
- Leading to the friendly face, very open to humanity - The Hall of Justice
- Leads to rift in the team - Wayne secretly building the secret Satellite, and the misinterpretation of lording over humanity.
- In the end keep terrestrial Hall of Justice entrance but with transport to the new Satellite-Watchtower. ...visible from earth to humanity, symbolically like a lighthouse.
Incorporates all the elements.

There was a couple of hybrids of the two...

I vote the Volcano.

Volcano lair was Filmation Teen Titans.
Secret Sanctuary - cave deep inside of a mountain base at Happy Harbor - was JLA.
