Plenty of people who claim to be reliable have been wrong, so I'm not going to be premature. Maybe JGL is Cobra Commander as we know him, maybe he's a Joe named Rex who turns bad and turns into CC. Maybe's he's CC in disguise. Maybe he's none of those. So there's plenty to discuss, including the actor himself.
 
He's the best friend of Duke. I think that's all we have (confirmed?) at this point.

weird that Joseph Gordon-Levitt is doing this since he seemed like he only wanted to do indie movies since coming back to acting.

Maybe he did it so that people would wake the hell up and start noticing when he's in something. Both "Brick" and "The Lookout" were awesome films, and yet practically no one saw them. Granted, they were indie films so you have to take that into account, but it seems to me like unless you put out an indie film in November or December so that it be consider for the Oscars, your movie is quickly forgotten.
 
I don't think Joseph Gordon-Levitt is playing Cobra Commander. If he was you'd think it'd be announced by now.

What really leads me to believe that he isn't, is that IESB claimed Destro was the main baddie this time around, which says to me Cobra Commander may not even be in this one. Some other site claimed that the villains were already cast, can't remember if it was IESB or not.

I'm still taking into account that it hasn't been officially announced by the studio or Hasbro yet, but I still believe he isn't. If he was though, I wouldn't argue with it, I'd actually support it. I can believe a man that age could be some type of leader. Hell, there are Sgt's that are younger than Tatum and Gordon-Levitt out there so it's not to hard to believe.

It wouldn't be announced if CC's identity in the film is a plot point.

For example, with Batman Begins, Liam Neeson was announced as playing "Henri Ducard", not Ra's Al Ghul.

That's kind of the point in being in indie films. Not a lot of people will see them but they legitimize your body of work and give you more credibility as a performer that is if they play well with the critics and on IFC :p .
