Maybe my memory fails me, but I do think that the thing was that in some of the tests on rodents, they went insane. So taking the enhancements doesn't mean you will go mad, just that there's a chance of it.

harrys is out for revenge on peter for killing his father, after harry kills peter he would be done with the glider and the suit and stuff, norman killed the people who got him out of buisness, after that, he still wasnt done, he kept bombing places, harry must take the same amount of srum gas his father took, or even a little more.

As much as it sucks that Harry isn't a Goblin in this movie,at least there is some good from it.Which is now the Hobgoblin has a better chance of showing up like in part 5,and if Harry was the GG2 in this movie we would never see the Hobgoblin,because it would be considered way too many Goblins.

Maybe they will come up with some awesome Goblin designs for him.
