I believe it's Rhodes (or it could be Cap) who explains that, after the events of Civil War, because of the strains on their families, they both opted to take a deal with the government and are under house arrest during the events of the film

I think Clint was sent to Japan by the govt. When he returns he finds out his family died from the snap. That would make him reach out to Cap and the team. This was one of the fears about the Accords, they would be sent on silly govt issues when much bigger threats are out there. I think this would make the Accords have some relevance because I think they don't have any actual impact right now. They didn't make Strange or BP sign them from what we see.
