Go for a female Golden. Great with children, and such a beautiful, beautiful animal. All you need is to get them outside a couple of times a week and give them some excercise. It would also be great to find a park where the children could play with the dog, because these pups LOVE to play anytime. They also can be extremely chill at times in the home, so there's a good balance with that and the playfullness. All around great dogs. I can guarantee there won't be any problems with the dog and the kids if the dog is brought up right.
Also, these dogs seem to have much more of a connection with their owners than some other dogs, and that's important for the kids and adults.

If he MUST get a dog now, then he should buy a robot dog.

My brother and I both were around animals (dogs, cats, rabbits, hamsters, cows, horses, chickens) from the day we were born and neither of us ever got ringworm. Children who grow up with animals usually grow up very well adjusted and without incident, IMHO.
