I'm getting major horn rimmed glassed Mr. Bennett Heroes vibes from Moyer's character Reed.
Seems to be he will be the character that treads that grey line. He may be one of them himself. Maybe a little bit of William Stryker mixed in. I also think it's cool he and Anna are both characters in the Marvel universe. It would be awesome if she gave a cameo as Rogue.
