How many cars have you seen it on? Have you seen those cars grouped together? Or on random, separate occasions?
I believe it is a warning sticker. Police officers, or other people who carry guns have them on their cars letting other Police officers who might pull them over know that they have a weapon on board.
I was wrong, it is used by people who knew a police officer killed in the line of duty.
