Id like Eddie Brock to have a prescence in the reboot and start off with Chameleon, Rhino, Shocker, Tombstone, and Vulture. Id prefer something like Tombstone wants to manufacture villains to keep Spider-Man busy, and Spider-Man gets in his way, so he makes Rhino and Shocker. The villains confront Spider-Man, but get defeated. Meanwhile, Adrian Toomes becomes Vulture. Spider-Man gets in Vultures way, so Tombstone and Vulture make a deal to get Spider-Man out of the way for good after Tombstones attempt to distract Spider-Man with Rhino and Shocker has failed. Tombstone hires Chameleon to frame Spider-Man for crimes, but Chameleon ends up in jail, and so does Tombstone because Chameleon rats him out. Vulture again encounters Spider-Man during a heist and nearly beats him to death, and in the battle, Vultures power pack malfunctions and explodes.
Five can work if properly executed, but have to complement each other, if you handle them correctly. Look at The Dark Knight. We had Joker, mob bosses, Scarecrow, and Two Face, and the movie didnt feel like a mess, so its possible to do that many characters and have it work, if the characters fit together, all of them balancing each other out and interconnected into the story.
