Who was the best shredders in the 4Kids cartoon.

I have to go with Ch'rell, He was tied to the turtles' origin, He was the most develop of the three male Shredder.

Utrom. The only negative thing about him was, that he was in fact an Utrom. Otherwise, the best Shredder there ever was.

The tengu/demon shredder.

My vote goes for the Tengu/Demon Shredder. He didn't get much screen time, but he definatley was a force to be reckoned with. The turtles had to join forces with both their foes and allies to take him down.
