Not really. Batman takes down thugs with guns all the time. And the Punisher is just a pretty cool thug with a gun.

Wolverine became as much of a joke as Lobo about the fifty-seventh time he only survived a fight because of his insane healing factor.
Batman beat Spider-Man in the only all-out fight the two have engaged in.
Batman would easily have finished Daredevil when they fought as well, if the two hadn't realized that they were after the same thing (something two Marvel heroes never seem to be able to do.)

And just so you know I'm not saying Frank could take Batman. I really think it would be a hell of a fight. But anyone that thinks Frank is a "thug with a gun" must be on crack.

Not to underestimate Frank Castle's resourcefulness and sheer viciousness but ultimately I think Bruce is the more cunning, the better trained of the toy, and he has MUCH better toys.
