This isn't even worth asking for fun...the Flash's feats are too damn much for Quicksilver. Pietro loses badly here because there's nothing he can do that the Flash can't do better.

Depends on the incarnation, but there are *very* few possible combinations where the Flash doesn't win in a blow out. The vast majority of his existence, the Flash has been relativistic, at least. Pietro, by contrast, is considered to be having a really powerful portrayal when he's capable of running from one continent to another in a few minutes.

Depends on the distance, the Terrigen mist gave Quicksilver the ability to displace himself out of mainstream time and space and "jump" into the future. By "jumping" into the future and then returning to the present at a new location he could beat the Flash if the distance was great enough.

It depends which universe they are in. In the JLA/Avengers crossover when in the Marvel universe they find out there is no speed force (the source of the Flash speed) so Quicksilver would destroy him there. In the DC Universe however, the Flash would win.
