Comics Why do criminals still ply their trade in Metropolis?

This post was inspired by an "unauthorized" book about Superman? Why do criminals still ply their trade in Metropolis despite it being common knowledge that the city is under The Man Of Steel's protection?
Thinking criminals would long since have relocated to a more congenial environment( such as Des Moines, Iowa )- as you don't want to be a bank robber, mugger or rapist in Metropolis( or even for that matter, Gotham City!)
The only answer I can make is that not even Superman can be every where simulataneously and it's always possible hypothetically that he might consider "ordinary" criminality beneath his notice. When you have Lex Luthor or Bizarro, who cares about muggers, drug dealers or thenother flotsam and jetsam of criminality!

Possibly because, in the DCU, there's superheroes all over the place. Even if they went to Des Moines, there'd still be some crappy third rate villain to kick their ass.

Seriously maybe they hope that what they're doing won't be noticed (under the radar) or he'll be busy elsewhere.

Totally.
Except for the master criminals who do it to intentionally annoy/mess with Superman, and the criminals who commi crimes out of desperation, the rest you kind of have to wonder about.

I think they probably just underestimate him. Kids do the same with their parents, and a lot about Superman is that his powers seem to unbelievable.... "He couldn't POSSIBLY get here in time" sort of thing.

Besides, the promise of a lucrative crime paying off is always too good to resist, even if the odds of getting caught are high.

The other exception would be crims who want the prestige of getting caught by THE superman.

Side note, are any of you aware of an instance where Superman has accidentally punched right THROUGH somebody?
 
I saw a picture at Bluetights where he punched:

Batman in the face.

It was in the sequel section. Plus obviously fan made.

I'm not sure, but I think he did that to the Cyborg Superman at one point.

Well what with superman flying around fighting all manner of threats across the world i`m sure there are plenty of oppurtunities for petty crime.

That makes sense. I'd say Metropolis is pretty rich too. And like the threadstarter said the small time criminals may have thought they could get away with it because they're not really all that big time.
