Why Heavy Duty and not Roadblock?

I really enjoyed the movie,actually loved it,but i'm wondering why the Heavy Duty character and not Roadblock? I have no memory of Heavy Duty,isn't he one of the later Joes when people had stopped caring about them? Around the Captain Grid-iron or later era of toys?
I mean,Heavy Duty was really cool in the movie,but shave his head and drop the accent and i see Roadblock.
 
Again, if I remember correctly it had something to do with a copyright issue with Hasbro and the name Roadblock itself. Yea I know why didnt Hasbro have a prob with the other names as well , also I think the Sgt Slaughter name has the same issue.
 
The copyright issue has been resolved, but the script was written before it was. On a side note though, I think fans were be a lot less ticked off by Heavy Duty having a British accent than if it had been Roadblock, since the latter is a much more iconic character and thus change is less acceptable.
 
It does seem strange. And why no Stalker or Gung Ho?

Seriously, there should be a second, completely separate G.I. Joe movie release.
 
The reboot thing is getting out of hand, like Chris Wallace said.
