They didnt give us a clear answer on what happened to charlie. I think that maybe her gaining her powers might have caused the tumor to stop growing and maybe even reversed it. and at the current time she may be in Japan!

It was pretty clear that Hiro could not save her. When he appeared int he diner again, after traveling back to the present, her memorial was still there. It is safe to assume that she is dead and not coming back.

Acutally, there's a good chance she'll be back. Hiro thinks he can't control fate, yet future Hiro can (which is why he went back in time and altered the past). If Hiro can get a stronger grasp of his powers, he can do it.
The best support I have is from the producers. I remember reading an interview where they mention that the cool thing about this genre, and this series in particular, is that no one is ever permanently dead.
So yeah, she can come back somehow, but I doubt it will happen.
