Windows Toolbar Help

I recently underwent some changes in my computer, I could not switch user anymore or system restore, but than I reuploaded Windows XP and everything worked fine except for my toolbar which looks completley different and its frustrating, I've tried to system restore again but I can't. Does anyone know how to fix this? Here's a picture of my old, good toolbar and here's a picture of the new, horrible one.
