The full timecode from Mr.J's video
repeats the sequence
87 12 15 11 73 76 78 11 14 17
27 22 25 31 33 36 48 41 44 57
57 52 65 61 63 76 78 71 84 87
in 30 frames every second. These numbers contain a subsequence in the hundreths place
7251368147
which both begins and ends the video (here, first and last ten frames; watch the hundreths)
Mr. J also marks the beginning of the 7251368147 sequence at 03:02:13:27 (not 22)

If you do not feel this is a reasonable place to look for clues, by all means ignore this thread. But I think everyone who's still looking WOULD appreciate help.
Whatever the result, this investigation was useful. We found:
http://www.paulschou.com/tools/xlate/
which will translate to/from binary, ascii, hex, or base 64
http://www.prustinteractive.com/toolbox/substitute/index.php
will count letters in a cryptogram and compare them to normal use
http://www.secretcodebreaker.com/codes.html
will decrypt via ceasar, autokey, or keyword ciphers (good for cryptext w/o spaces)
http://www.blisstonia.com/software/WebDecrypto/
general monoalphabetic decryption (great for cryptext w/spaces)
http://ourworld.compuserve.com/homepages/Christopher_Webster/Crypto/Playfair/PlayTexApplet.html
decrypt with playfair cipher using known keyword
http://www.mbhs.edu/~bconnell/cgi-bin/anagram.cgi
will list anagrams for a block of letters
http://www.c14sw.de/132.html
will decode stereograms
I will continue to post useful tools or conclusive results here at the top of the thread
