If there's truth to the fact that Sony is actually helping with development, very good chance. No company, especially a big corporate company like Sony, will funnel money into a project without some type of guarantee that it'll remain exclusive to their hardware.
Having said that, I find the fact that it's also hitting the PC an interesting one to consider. Sony has often opted to keep their exclusives really exclusive, unlike MS who has never seemed to have an quams with their titles hitting the PC. It could've been a compromise between Sony and Capcom, but who knows.
Plus, the nature of Street Fighter means that it'll most likely see several re-releases (SFIV had three all together). I find the odds that Sony has put that much money into keeping the franchise unlikely.
