Has to be Gotham City mayhem, where he confronts Penguin and Catwoman for the first time. That exchange between Batman and Penguin is classic:

Batman: "Admiring your handy work?"
Penguin: "Touring the riot scene. Gravely assessing the devastation. Upstanding Mayor stuff"
Batman: "You're not the Mayor"
Penguin: "Things change"
Batman: "What do you want?"
Penguin: "Ah, the direct approach. I admire that in a man with a mask. You don't really think you'll win, do you?"
Batman: "Things change"

The rooftop battle with Catwoman is also awesome.

Penguin: "You didn't invite me so I crashed"

Love that quote.

When bruce and selina discover each others identities fo shizzle, amazing scene.

there are afew "great" scenes in Returns, my fave tho is when Batman confronts Penguin. Thats some great dialogue in its simplicity.

I love the beginning, the ending, the whole damn thing.

Gotham City Mayhem: Batman confronts Penguin and Catwoman for First Time

The entire finale as well, not to mention the entire film. ;)

When Gordon says "What are you waiting for? The singal!" then Bruce sees the singal very cool.

My favorite exchange between them:

Penguin: You're just jealous...because I'm a genuine freak, and you have to wear a mask...
Batman: You might be right.

Batman's a monster because he's insane
Penguin's insane because he's a monster

The batsignal, the kiss under the mistletoe and the split right in the center scenes are my favourites.

^^ great scene.

this film rocks. but since i have to choose one scene, which is REALLY hard considering that they are all great, i actually went with the scene when Bruce and Selina discover there identities. it was SO well acted, well timed, one of the best batman scenes of the franchise. i dont mean to badmouth Begins, but nothing in that one was nearly as poignant or touching as this one scene. it was brilliant.

but damn, i love ALL those scenes. i love when batman flies around gotham on the glider, it was just too cool, very mythic and dark. i like how the moon looks in those scenes. and cmon, "GENTLEMAN, START YOUR SCREAMING *batmobile roars and starts hitting ppl*, awsome.

This isn't just my favorite moment in the movie, it's my favorite Batman moment.

The street fight that leads up to Batman meeting the Penguin is brilliant.

Batman being framed, along with the straddling from Catwoman. MEOW, indeed.

The fight with the new mayor, and first confrontation with Penguin is great as well.

Man, I loved this movie. Thread makes me want to go watch it right now. The only problem, IMO, was the total anti-climatic ending. The ending was the polar opposite to the exhilerating ending that B89 had.

I thought it was pretty decent, but I didn't like Bruce taking the mask off. It wasn't a bad scene or badly acted, Its just not to my taste.

I love the last shot of catwoman looking at the bat signal as well. It was so atmospheric and creepy.

I love the whole damn film, but for me, every little bit of Bruce and Selina is priceless. Screw the Penguin. This should have been an all-Catwoman film.

I picked Bruce's last, desperate attempt to get her to come back from the abyss at the end. So tragic. There is one thing that cannot be denied about the film: the portrayal of Batman and Catwoman's relationship is perfect. Burton could NOT have done it any better. Personally, I don't think it will be topped, either. At it's heart, the relationship is always doomed for failure.... Burton was the right guy to capture that.

Of course you do ...

Listen, if you don't like Batman Begins so much ... why do you have the incessant need to bring the movie up on a REGULAR basis? That's more groupie like behavior then the people who DO like it. God damn, you must think something of it if you're constantly having to bring it up. Especially in a thread where NO ONE has mentioned it, and it wasn't even the topic of discussion. You must really realize how great a film BEGINS was if you keep using it as the measuring stick. I mean why didn't you bring up B89, BF, or BnR for comparison? See, in not so many words your hate just proves what a success the film was.

Oh, and BB has PLENTY of emotional moments. It was the most intimate take on the character yet. The touching moments between father and son? Young Bruce and Alfred and/or Gordon scenes after his parent's death? The un-spoken bond of kinship between Lucious and Bruce, when bringing up the memory of his father? The realization of Bruce that he has inherited his father's great legacy, and voiced through Rachel has the approval that his dead parents would be proud of him? All more touching moments than that. Easily.

That it was ...

There is a part when Batman regains control of The Batmobile from The Penguin and he is trying to escape the pursuing Gotham City Police. He's speeding towards a dead end and its apparent that The Batmobile cannot fit through the small gap in between the buildings, so he tries to switch the toggle that'll transform the Batmobile. Except it doesn't work!

He mutters, "That's funny!" and keeps trying to switch the toggle until he remarks, "Now I'm starting to get a little worried!"

I absolutely adore that sequence because Keaton is able to make Batman a little more human, yet he never manages to lose any of his mystique.
