I've said this already but it'd be quite bold and a little unsurprising if the "main" villain was just A Guy like Falcone was in the first one. And Christopher Dent sounds mighty suspicious, particularly because he's been described as "abusive".
Premature prediction: Christopher Dent will be the Falcone-type overarching antagonist of Part II; I wouldn't immediately want it but I'd admire the hell out of it.

If anything I feel like shared universes are a mess of having to accommodate someone else's creative decisions whilst having to stick to "A Formula" for the sake of maximizing as much audience interest as possible because change on that scale is risky.
