Even though Vic already takes a few cues from him, and we probably wouldn't have enough movies to get used to him and adapt THAT storyline even though I know Reeves and Keoghan would kill it, Jason Todd.
If we're gonna see The Court then I'd rather get them over with now, Part II is their biggest opportunity to do something different with the villain since I'm one of the very few people who actively wants Barry's Joker to have his time in the spotlight for a hypothetical third film.
I just don't find the Foo Fighters particularly interesting! Saying one of the most nothing, milquetoast major bands of the 21st century is more talented than Nirvana is crazy talk, and I don't even listen to Nirvana that much anymore! The Foo Fighters are okay at best.

I've been saying this for a year and a half. I never really had much confidence in Reeves straying from his own plans just so Battinson could be in the DCU, which is FINE. Just gives Reeves more leeway to do more of his own thing the way he did in the first movie.
April Fool's Day isn't a super huge holiday so I think I'd go with July 4th then, although Valentine's Day could be interesting too. It would be very funny and bold if all these movies just took place over the course of a few months.
