Geez, "non-compliant" simply means not following instructions, particularly the one where the mom was asking her to get into her seat (then again, had my kid done that at 3, I would have picked her up and PUT her in the seat).
And I don't care how old the kid is, you don't hold the plane up for ANYONE.

First, I'm a parent. Sencond, I work as a photographer, so I deal with LOTS of 3-year-old kids. I can understand booting them off the flight, but allow them to take the next flight. Give them a chance to calm the kid down. Trying to force a screaming 3-year-old to do something that can be put off until they calm down, is kind of like trying to baptize a cat. Not only are you wasting your time, but your pissing off the cat!
