I was wondering if it was Noriyoshi Ohrai, even if the style seems a bit different.

In any case, yeah, it's a great old school movie poster.

It's by Seito, another Japanese artist from back in the day. You'd be hard-pressed to find any real info about him on the net, however, as he was very private for the most part.
