Hmm, I just checked his imdb page and neither of those characters appeared in the Justice League Cartoon so why is he there? I guess they wanted to include old DC animated voices too so my dude Tim Daly should have been there as well.

Payton did voices on JL, but not those characters. He for sure did the voice of Ace from the Royal Flush Gang.

In fact it just so happens that the voice cast for the Teen Titans show from the early 2000's was also the voice cast for the RFG.
