While you have some good choices there (though Rakim should be on your list as well) it is hard to determine the best ever as there are so many different styles and rappers that appeal to people in many different ways. Picking a clear cut favorite is very difficult. Though if I had to pick the best based on both lyrical skill, beats, and overall popularity I'd have to say Tupac is best.

While Doom is one of my favorite rappers. (check the avatar) He isn't close to anyone that is on this list, same goes for Eminem.
