Crackdown Help Needed!

I have every guy in Los Muertos killed except one Luitenant (Gonzalez) and Garcia. Where the heck is Gonzalez?! I've been looking all around the Los Muertos section for the past couple of nights, but I can't find him! I have all the Supply Points in the section, so if you would just please tell me which way to go from the closest Supply Point, that'd be great. I want to beat Los Muertos today and go on to The Volk or Shai Gen.
 
If you've really been all around, there should be a log on your map screen.

Just select him under the little key to the left of the map and it will show you right where he is.
 
I found him and "got" him. Yay! I also beat Garcia and Los Muertos in general! Double yay!
 
Be sure to pick up some really good weapons. You'll be wanting them later on.
 
Yeah I LOVED Crackdown. Me and my housemate had it, and we kicked some serious ass on co-op mode!!! Id just chill in the car wit him while he drives, jump out and kill everyone....or if we went our seperate ways and did solo missions while still being in co-op mode, but needed help, I'd just tell him, and I'd see him coming towards me in the game, jumping over buildings, getting closer and closer. Seriously cool
 
I've beaten the game, but not all of my skills are level 4. I know that I can turn the gangs back on and could probably get all of my stats maxed out easily, but I'm concerned that I'll have to play the entire game over again. Not that I'd mind it too much, but I just want to know if that's what I have to deal with if I revive the gangs.
 
You do have to essentially replay the game when you turn the gangs back on. Don't worry though, it's a lot easier. I've done it like 5 times.

The best way to improve your driving skill (hardest one, IMO) is to take the Agency super car and drive into the district with the Asian bad guys. There's a garage under a building, go in there towards the back. Guys will come out doors on the opposite ends, just drive into them. Takes a while but it's the easiest way.

To improve your explosives, just get the homing rocket launcher. Hop from rooftop to rooftop shooting groups of guys.

Firearms is just shooting guys (I think you get more pts for longer distances). Strength just punch guys on the streets. Agility just look for agility orbs. Go in a district with tall buildings. Hop from rooftop to rooftop looking for them.
 
I find the easiest way to enhance the skill is to just go off a lot of jumps. The beach in Los Muertos is the most jump-friendly in my experience.
 
What ever happened to that guy? He was pretty cool as I remember it.
