That was originally the plan. It was meant to be a gradual deterioration due to age and the dark side. That's why he looks older in AOTC than he does in ROTS and has liver spots and thinner skin. Lucas wanted him to deteriorate with each film in the prequel and it started in AOTC with the minor make up to make him appear older and slightly more worn. But during ROTS's production Lucas changed his mind and wanted him to just be wounded by force lightning so he dropped the old man make up entirely.
