Meh, i've had this type of suggestions for not only serious sex offenders but for incredibly violent people for a long time...

reduce the amount of testosterone in their bodies via castration and therefore tame their voilent and sexual urges.

having a sentence reduced to 10 years with this added affect that means it's far more likely for him to re-offend sounds indeed reasonable.

Where rehabilitation fails, why not just go straight to the source and deal with curving the urge and then have support for that.

The thing is most rapists don't even get off on the actual sex, but the power they have over their victims so cutting this man's balls or even his penis off would do no good. He could get right back out of jail, but a strap-on and still rape away and enjoy it.
