It's about being a decent kind hearted human being. It's about whether they should have said it, not whether they could. Well, the city is Houston, Texas, so it doesn't so much have a "key" as it has an "old piece of a hockey stick we use to pry open the backyard screen door in that weird spot where it gets stuck sometimes" but otherwise I agree.
