I can confirm that WB has no idea how to distribute non-blockbuster, counter-programming type movies in India. They have no clout to hold screens unlike the other major studios who are much better when it comes to marketing & distribution. I mean Sony can get totals non-starters like Searching & Alpha to play in theaters for 2-3 weeks while WB movies either doesn't get released or they're pulled after just one week.
Also, rom-coms just doesn't fly in non-english speaking countries. Isn't It Romantic has a great concept but I can't see it getting much purchase outside North America, UK, Australia and Germany. So it's much better to sell the movie than sink money to promote a lost cause.
