Can someone tell me the best program for making and editing trailers, and adding new music to voices.

For TV class in high school we used Adobe Premiere. It was alright, I guess. Pretty expensive, too.
iMovie is a lot better, but you need a Mac for that. :o

Any basic video editor program with that lets you edit multiple tracks of sound and video is enough. Stuff like dissolves and such helps but are often overused. It's up to you to make the editing decisions and compose things well. Some people like to put in their own title cards and such, but they usually look like basic text functions with bad choices in font. Also, some basic title effects usually look rather cheesy and are also used inappropriately. It also helps if you can adjust and mix the sound levels as you go along to make things smooth.

It all really depends on your level of experience in terms of the actual program, but even wit hthe most basic editing program, you should still be able to arrange sequences as best as possible, which is the most important thing to concentrate on....and make it short and sweet.
