Need Help from Photoshop Masters.

I have a cheap scanner and everytime I scan an image that is mostly black it turns out like this:

Is there anyway for me to color correct this image in Photoshop?

Any assistance is appreciated.

I went to Kinkos for the scan on the right. I'm just looking to get close to that quality.

If I can just edit the picture then that would alleviate me getting a better scanner or numerous trips to Kinkos.

I vote for you getting a better scanner. it's probably the easiest route.
