Graphic Wise, PC will always be better.
Control Wise, it depends of the type of the game, ie, FPS and Real Time strategy games, are much easier played on a PC, but Sports games or action games, might be easier on a Cosole.
Gameplay and Story wise, it really is up to the game, not wether its console or PC.
