Apparently it was meant to represent the dark and light aspects of life, just like the book.

Wow. Is THAT a huge WTF. Put a golden ticket or a Wonka logo, or something...
 
When I see that image I think of Jon Bene Ramsey or any of the exploited kids of Child Beauty Pageants, not Charlie and the Chocolate Factory.

I mean, I guess it's supposed to be Veruca Salt but seriously.....WTF.
 
It's like a cover of a horror novel or something. Those creepy dolls.
 
Is it supposed to be Veruca Salt? That makes some sense, but as a cover for the book, that sense can only be characterized as 'nonsense'.
 
It's like they couldn't decide if they wanted to court horror fans or dirty old men, so they went for both.
 
It is Charlie and the Chocolate Factory. Not Veruca Salt and the pale room.

It is every bit as psychotic was old Wonka himself. Or a metaphor for how Charlie and his family are fragile as porcelain dolls in the hands of spoiled children, those children being the ruling class and Wonka.
