As for Bruce the only ones that come to mind are Johnny Depp, Heath Ledger, Daniel Day-Lewis, and River Phoenix. For Penguin maybe Viggo Mortensen and Gary Oldman. And Falcone I've always thought Alan Alda would've been great.
